The Town Supervisor is the chief executive officer of the town, similar to a city mayor.  He/she is an elected official,  serving a four-year term. The Supervisor sits as the presiding member of the Town Board, an elected body of four councilpersons who, along with the Supervisor, are responsible for the adoption of the annual budget, and for the adoption, enforcement and execution of all legislative actions of the Board.

​The Supervisor’s also serves as the Budget Officer. His/Her responsibilities include the preparation and recommendation of the annual budget, as well as, reports, information and material for Town Board action, as well as recommending amendments to the Town Code and ordinances when necessary.

The Supervisor manages and is responsible for the day-to-day operations of Town government, and is available to meet with residents to discuss topics of interest to them.

The Town Clerk serves as a direct link between the residents and their local government.  While Town Clerks are generally credited with issuing licenses, that’s only a small part of this complex job.  Law mandates many duties, but many more go well beyond those mandates, as Town Clerks serve as a major source of information to all.

​A Town Clerk issues State licenses/permits, including marriage, dog, conservation (hunting and fishing), and accessible parking permits, along with Town licenses/permits mandated by law.

Records Management Officer

A Town Clerk can also be appointed Records Management Officer (RMO), serving as the custodian of all Town records, responsible for active files, storage and disposition of inactive records and the careful maintenance of archival material.  As the administer of the Freedom of Information Law, this guarantees your right to know the workings of government.

The Assessor is an appointed local government official who maintains an inventory of all parcels in the Town in order to establish an assessed value for the equitable distribution of property taxes. In accordance with rules and regulations set forth in New York Real Property Tax Law, this value is converted into an assessment, which is one component in the computation of real property tax bills.  Assessment changes may also be made due to change in use, and/or issuance of a building permit for new construction, remodeling or demolition. The assessor’s primary responsibilities are to:

  • Prepare the annual assessment roll
  • Discover, list and place a value on all real property
  • Establish market value
  • Assess according to condition and ownership on taxable status data
  • Determine exemption eligibility

Please Note: If you are applying for the STAR Exemption on a recently purchased home or if you have moved and are applying for the STAR Exemption for the first time on that property you will need to sign up online or over the phone with NYS Department of Tax and Finance. The Town Board is the legislative, appropriating, governing and policy determining body of the Town and consists of four (4) board members, elected at large to serve a four-year term, plus the Supervisor. Town Board members may serve an unlimited number of terms. It is the responsibility of the Town Board to enact, by resolution, all legislation including ordinances and local laws. Annual operating budgets for the Town must be approved by the Town Board. Additionally, modifications and transfers between budgetary appropriations, as well as, the original issuance of all Town indebtedness is subject to approval by the Town Board.

Duties of the Dog Control Officer include:

  • Securing at-large dogs
  • Serving owner’s appearance tickets for failure to license their dog
  • Investigating reports of abandoned animals
  • Investigating cases of cruelty or neglect
  • Dangerous dogs and related ordinances
  • Enforcing applicable Agriculture & Markets Laws
  • Enforcing the Town of Greenwood Dog Control Ordinance

The duties of the town historian:
1: Research and writing.
The primary responsibility of the Local Government Historian is interpretation of the past. This involves research and writing on aspects of the history of Greenwood.
2: Teaching and Public Presentations.
The second category of responsibility for a Local Government Historian involves the interpretation of the history of Greenwood through teaching and public presentations. In this regard, the Local Government Historian may teach courses on local and regional history, serve as a resource to local and regional teachers, especially in the fourth, seventh and grade social studies curriculum, serve as a content consultant for historical agency exhibit and public program planners, speak and lecture to community groups, participate in radio talk shows, maintain blogs and other forms of social media, discuss historical precedents and parallels to current issues and otherwise disseminate knowledge of the history of their locality. In addition, the Local Government Historian may also be asked to work directly with students and other individuals interested in the Greenwood’s past.
3: Historic Preservation.
The third category of activity related to the work of the Local Government Historians is that of historic preservation. This embraces not only the preservation of the guilt environment, but also includes the preservation of manuscripts and records that document Greenwood’s past as the unique objects and artifacts that make up Greenwood’s material culture.
The Greenwood Historian is both an advocate for historic preservation and a resource to Greenwood on questions related to history and preservation. As such, the Greenwood Historian may be asked to prepare cultural resource surveys of areas scheduled for development, to identify historic structures and districts and to prepare nominations to the State and National Register of Historic Places, to develop and manage local historic marker programs, and to answer questions regarding the historic significance of places and properties within their jurisdiction.
4: Organization, Advocacy and Tourism Promotion.
The fourth area of activity for the Greenwood Historian is that of organizer and advocate for Greenwood’s history. This includes the Greenwood Community Day’s, Memorial Day, Anniversaries, and special events.
The Greenwood Historian may also be asked to act as a fund raiser or grant writer to provide resources for historical programs or to use their knowledge of local government to lobby for or introduce legislative initiatives to promote community history.
5: Annual Reports.
Local Government Historians are mandated by 57.09 of the Arts and Cultural Affairs Law to report annually to their appointing authority and to the State Historian.

Duties of the Registrar

Often the Town Board appoints their Town Clerk as Town Registrar. The Town Registrar becomes the keeper of all birth and death records within that Town. They issue birth and death certificates, burial permits, as well as conducting genealogical searches.
